Stop the plundering of the Free Territory & international Free Port of Trieste

The strategies for the liberalization of trades between the European States and the United States of America, as well as with the rest of the world, are increasing also the interest to the complete reactivation of the economic roles of the present-day Free Territory of Trieste, of its international Free Port, and of its financial freedoms.

Because Trieste offers not only its special legal status, consolidated by international law, but also a strategic position for maritime traffics, and the possibility to invest in a European State with fiscal advantages that the EU cannot put into question.

The obstacles is, as known, the behavior of the Italian Government, that is still entrusted with exercising a special trusteeship over the Free Territory on the mandate given by the United States and by the United Kingdom Governments, on behalf of the United Nations, but violates it in order to paralyze this Singapore of Europe by simulating that it were a border province of the Italian State (LINK).

This artificial economic paralysis of the Free Territory of Trieste reduces its inhabitants into poverty; it does illegally suffocate its enterprises with the enormous Italian taxes, as well as violating the rights of all States to use its international Free Port, causing incalculable damages to Euro-Atlantic and to global economy.

The simulation of Italian sovereignty

Considering that the simulation of Italian sovereignty over the Free Territory of Trieste cannot be supported on the international level, the Italian Government forces it on the local level through a small nationalist oligarchy that, in exchange, obtains political power and judicial impunity for all kinds of illegal actions, and makes profit parasitizing the remaining economic resources of the little European independent State and of its citizens.

But the consequence of the unpunished parasitism of this protected, small illegal oligarchy is the creation of a political and economic desert that is only appealing for the money laundering of the Italian mafias, who are slowly substituting the nationalist oligarchy with their own investment structures, which are well-rooted on the typical corruptions of the Italian political-institutional system, and do not produce economic development.

This political and mafia-type colonial regime based on corruption has paralyzed the possibilities of defense of the citizens for a long time, until their consolidation in 2013 thanks to the legal actions and tax protests of the Free Trieste Movement – FTM, which succeeded in causing difficulties to the Italian Government and attracting increasing international attention.

This means that the duty of the Italian Government is to restore the correct regime of special trusteeship, in order to secure the development of the Free Territory and of the international Free Port for the interest of the population of the administered State as of the International Community, including that of Italian enterprises, which are in desperate need of fiscal advantages and free trade.

The strategy of the plundering

Instead, the Italian Government tried to repress by political means the protests using its local administrative bodies and media, while on the economic level it unleashed an ultimate plunder of the resources of the Free Territory that are most appealing to international economy.

La Voce di Trieste has analyzed and systematically denounced all the aspects of the violations of the special trusteeship mandate. Our analysis receive wide and qualified attention, and some were also shared by the social media of the UN Security Council, while all Italian mass media supported the plunder of Trieste with misinformation or silence.

But the effects of this plundering are visible to everybody, as they are in contrast with both the international legal status of Trieste and with its aesthetic and historical charm of maritime capital of the Habsburgs, of its port, of its gulf, and of the Karst.

Today, the streets of Trieste are downgraded to cemeteries of shops, its enterprises go out of business one after another, hopeless unemployment of youth and middle-aged people is constantly increasing, the only relatively safe sources of income are in the public sector and pensions, although the majority of pensioners receives less than EUR 500 per month.

Out of the 240,000 inhabitants of the Free Territory, the persons in economic difficulties, from early to extremely serious, are already about 80-100,000. It is the direct consequence of the excessive, undue taxes of the Italian State, which returns only 10% of it as highly bureaucratic and inefficient public services.

The fiscal plundering is accompanied by that of State Properties: the administering Italian Government it attempting to eliminate entire sectors of the international Free Port, to illegally transfer their legal regime to ports and interports of the Italian State, and it does it both eliminating the Organization for the Development of the Industrial Zone of the Port (EZIT) and underselling other public assets of the Free Territory with operations that are already under criminal investigations.

Qualified analysts agree that this acceleration of the plundering of the properties and of the rights of the Free Territory and of its Free Port has the purpose to reduce them to mere empty shells before the International Community forces the Italian Government to comply with its mandate of special trusteeship, or substitutes it with a new administrative authority.

The intervention of the I.P.R. F.T.T.

In order to start stopping this plundering, the International Provisional Representative of the Free Territory of Trieste – I.P.R. F.T.T., established on 16 September 2015 at the Free Trieste Movement – FTM’s initiative (LINK)reacted strongly.

The I.P.R. F.T.T. is not a political organization, but an economic and political-diplomatic Representative Office that acts upon delegation by the citizens and enterprises of the Free Territory and of other States (LINK). Currently, it represents more than 20,000 delegations and all of its documents are in English and in Italian.

During the first 11 months of its activities, the I.P.R. F.T.T. has taken care to develop the historical-legal analyses on the subject and it has started the political-diplomatic activities necessary for accreditations, as well as promoting information campaigns on the international level.

Since June 2016, the I.P.R. F.T.T. stops with legal actions both the illegal urbanization of the Northern Free Port of Trieste organized by Italian politicians and speculators (LINK) and the attempt of Italian magistracy to close, without investigations, the complaints presented against them.

The scandal of the falsification of Treaties

At the end of July 2016 the I.P.R. F.T.T. consolidated in a 40-pages expertise, in English and in Italian, the analyses regarding the simulation of Italian sovereignty over Trieste, demonstrating that they were constructed by bodies of the Italian administration with scandalous falsifications of international law, of the very Italian legislation, and even misrepresenting acts and declarations of the Governments of the United States of America and of the United Kingdom (LINK)

On the bases of this expertise, on 22 August 2016 the I.P.R. F.T.T. requested the Italian Government and the President of the Italian Republic urgent verifications of the conduction of the temporary civil administration of the present-day Free Territory of Trieste.

Of this request were informed also the primary administrators, which are the Governments of the United States of America and of the United Kingdom of Great Britain and Northern Ireland, and the Organization of the United Nations, for their role of international guarantor of the Free Territory of Trieste.

Right now, the I.P.R. F.T.T. is notifying to all local bodies delegated to exercise the provisional mandate entrusted to the Italian government an invitation to take note that the theses used to simulate the sovereignty of Italy over the Free Territory of Trieste are false, and inviting them to suspend all the provisions that do erroneously accredit those theses.

This means, from this moment, all public officers who persist in committing those abuses will bear all criminal and civil liabilities, also with respect to the compensation of damages. The local administrations that received the communication are the Commissar of the Government and Prefect of Trieste, all judicial bodies, all fiscal agencies and social security bodies, the Municipalities, the Province, the Region, the EZIT that is being liquidated, the Port Authority, and others (LINK).

On 2 September 2016, the I.P.R. F.T.T. has made all those actions known during a press conference held in Trieste, announcing that the expertise and the communications to local authorities are published, in English hand in Italian, in the Documents section of its website, to be used also as legal instruments for the defense of the citizens and of the enterprises.

In their legal defenses on the matters of taxation, judicial, and administrative nature, the citizens and the enterprises can directly refer to the official communications notified by the I.P.R. F.T.T. to Italian administrative authorities.

The text of the expertise, or parts of its text, however, can be used exclusively upon authorization of the I.P.R. F.T.T., which can also provide all further information and advice needed.

The international necessity to stop the plundering

The Italian Government attempted to hide the news of the scandalous falsification of the law on all media that receive its financial “support”. But the documents of the I.P.R. F.T.T. had already reached the competent analysts centers, and websites that have hundreds of thousands of contacts.

And this means that the necessity to stop the Italian plundering of the Free Territory of Trieste and of its international Free Port to defend international free trade is increasingly evident to economic and financial analysts, and to large companies.
