Trieste: the “system” of corruption threatens Chief Prosecutor Mastelloni

Quando si indaga su un “sistema” di malaffare coperto, il metodo più semplice per individuarne rete ed operazioni è verificare su quali punti toccati reagisce, e come. Collegando poi le informazioni si arriva anche ai perché.
When investigating a hidden “system” of criminality, the easiest way to identify its connections and operations is to verify touching which points it reacts, and how. Connecting the information, reasons can be found.

Aggiungiamo perciò ora anche la versione in inglese (da leggere qui) per gli osservatori ed i lettori internazionali. Perché a Trieste quella corruzione minaccia il Porto Franco internazionale, e con esso i diritti e gli interessi di tutti gli Stati e delle loro imprese.
This is why I am publishing the English version as well (you can read it here) for international observers and readers. Because that corruption, here in Trieste, threatens the international Free Port and, with it, the interests of all the States and their enterprises.
Quell’analisi iniziava chiarendo che «Il nostro giornale è in contrasto con le istituzioni italiane per la giurisdizione fiduciaria e non sovrana sul Free Territory and Free Port of Trieste. Ma è anche schierato a difesa della legalità e nella battaglia anticorruzione ed antimafia. Se dunque il sistema di corruzione locale e la sua stampa attaccano un Procuratore italiano che fa il suo dovere a Trieste, noi denunciamo il “sistema” corrotto e difendiamo il magistrato coraggioso.»
That analysis began stating that «Our newspaper is in contrast with Italian institutions as for the jurisdiction – trusteeship, not sovereignty – over the Free Territory and Free Port of Trieste. But this newspaper does also stand in defense of legality when it comes to the battles against corruption and mafias.»
Riconfermiamo questa posizione, della quale hanno dovuto tenere conto anche gli organi rappresentativi dei giornalisti che si erano lasciati trascinare nella campagna di attacco al Procuratore.
Once again, we confirm this position, which had to be taken into account even by the representatives of the journalists who were dragged in the campaign of aggression against the Prosecutor.
Mastelloni, noto soprattutto per l’inchiesta Argo 16, è il primo Procuratore che a fronte dei poteri e malaffari trasversali a Trieste, più coperti che altrove, mostra di avere il coraggio e la capacità di indagarli e denunciarli senza condizionamenti. Così al suo primo passo concreto lo hanno attaccato per tentare di bloccarlo o farlo sostituire.
Mastelloni, who is well-known for investigation Argo 16, is the first Prosecutor who, facing the transversal powers and crimes in Trieste, which are more covered than elsewhere, shows to have both the courage and the skills needed to investigate and denounce these without being conditioned. So, as he took his first step, they attacked him, attempting to stop him or to have him removed from office.
In gennaio infatti Mastelloni ha troncato una scandalosa prassi di rivelazione di notizie segrete delle indagini al quotidiano “Il Piccolo”, portavoce storico del “sistema” locale, che le utilizza per sensazionalismo o per attaccare chi gli è sgradito, danneggiando sia le indagini, sia le persone, famiglie ed imprese coinvolte.
Because in January, Mr. Mastelloni has put an end to a scandalous habit of revealing reserved information on investigations to newspaper “Il Piccolo”, the historical voice of the locale “system”, which makes a seditious use of these, either sensationalism or to attack who is considered undesired, and this causes serious damages to the investigations, but also to the people, the families and the enterprises involved.
L’inchiesta ha coinvolto perciò sia funzionari di Polizia Giudiziaria, verso i quali può agire direttamente la Procura di Trieste, sia magistrati in servizio a Trieste, sui quali deve intervenire per competenza territoriale la Procura di Bologna. Ed è normale che i pubblici ufficiali indagati cambino ruoli o sede di lavoro sino ad assoluzione o condanna.
Due to this, the investigation has already involved both Police officers, for whom the Prosecution Office of Trieste can take action itself, but also magistrates serving in Trieste, and they fall under the territorial competence of the Prosecution Office of Bologna. And it is normal that public officers under investigation change role or working place until their acquittal or conviction.
La domanda non è dunque perché Mastelloni ha ripristinato la legalità, ma perché altri non l’avevano fatto prima. Il quotidiano locale fa invece fa l’apologìa degli accusati ed attacca il Procuratore e già da mesi (gennaio-maggio), col pretesto di difendere come libertà di stampa quello che era invece un abuso sistematico della legge e del codice etico dei giornalisti.
For instance, the question is not why did Mastelloni restore legality, but why didn’t his predecessors do it before. On the contrary, the local newspaper condones the alleged crimes committed by the accused parties and attacks the Prosecutor since months (January-May), trying to sell as the defense of free press what instead is a systematic violation of both the law and the Code of Ethics of journalists.
Ma quest’attacco scandaloso ha moventi perfettamente individuati dalle sue stesse caratteristiche strutturali.
But this scandalous attacks has motives which can be perfectly identified by examining its own, structural characteristics.
La prima è una spropozione evidente tra il fatto in sé e la reazione aggressiva di un quotidiano che è abitualmente cauto verso le autorità e tace su ingiustizie giudiziarie clamorose verso altri giornalisti.
The first one is a clear disproportion between the fact itself and the aggressive reaction of a newspaper which is usually quiet when it comes to the authorities and keeps silence on other, clamorous, unjust legal actions against other journalists.
La seconda è che l’attacco al Procuratore è costruito con tecnica propagandistica professionale attraverso la ripetizione continua di una serie di slogan accusatori suggestivi che falsificano deliberatamente i fatti per delegittimare il Procuratore ed ottenerne il trasferimento.
The second one is that the attack to the Prosecutor is made up using professional propaganda techniques, by repeating over and over a list of accusatory and suggestive slogans which do falsify on purpose the facts in order to discredit the Prosecutor and to have him removed from office and substituted.
A questo scopo infatti lo accusano falsamente di avere ordinato intercettazioni «selvagge» e «costose» per ottenere «una strage ai vertici delle forze dell’ordine» e «togliersi dai piedi» bravi investigatori «ingombranti», di «incrinare e compromettere il rapporto di fiducia tra le forze dell’ordine e la Procura», ed «anche e soprattutto all’interno della stessa Procura», e di voler «tappare la bocca a stampa, forze dell’ordine ed altri magistrati».
To archive that, they are falsely accusing him to have ordered «wild» and «expensive» interceptions, in order to archive «a massacre of the heads of Public Security Forces» and to «get out of his way» competent investigators regarded to as «troublesome», to «imperil and compromise mutual trust between Public Security Forces and the Prosecution Office», and «also and especially within the Prosecution Office itself», or even to be willing to «shout the mouth to the press, to Public Security Forces and other magistrates».
Il quotidiano locale, in sostanza, sta inscenando un’inversione vergognosa e paradossale della verità con una serie di slogan, e tenta di farli credere veri con la tecnica della ripetizione a piene pagine: 29 gennaio, 30 gennaio, 14 marzo, 7 aprile, 1° maggio.
Essentially, the local newspaper is trying to represent a shameful, paradoxical inversion of the truth using slogans which it tries to sell to people by repeating these all allover its pages: January 29th, January 30th, March 14th, April 7th and May 1st.
Il Piccolo utilizza abitualmente questa tecnica per screditare ed eliminare alti funzionari od istituzioni che applicando la legge a Trieste intralciano gli interessi del “sistema” di corruzione, ed in particolare delle intese fra politici e cartelli dell’edilizia.
Il Piccolo is used to this technique when it comes to discredit and get rid of high-level officials or institutions which, by enforcing the law in Trieste, get into the way of the interests of the “system” of corruption – especially the agreements between politicians and the cartel of builders.
Tra le vittime recenti principali di questi linciaggi stampa c’é Marina Monassi, perché come presidente dell’Autorità Portuale ha difeso onestamente il Porto Franco Nord dai politici che vogliono imporvi colossali speculazioni edilizie ed immobiliari illecite e poste sotto interrogativi antimafia.
Among recent victims of this printed lynching is Marina Monassi, because as President of the Port Authority she did honestly defend the Northern Free Port from the politicians who want to impose to that area massive, illegal building and housing speculations, which are under anti-mafia questions.
Ma il quotidiano ha massacrato anche la Soprintendenza, di cui politici vorrebbero prendere il controllo trasferendone le funzioni alla Regione, anche per poter togliere i vincoli storico-architettonici dal Porto Franco Nord dopo che ne abbiano ottenuta la vendita agli speculatori privati.
But the newspaper did also lynch the Superintendence, which politicians would want to seize in order to transfer its powers to the Region, mainly in order to remove historical-architectural restrictions from the Northern Free Port after archiving its sale to private speculators.
Nella campagna contro la Soprintendenza il quotidiano ha anche pubblicato già il 2, 3 e 4 luglio 2013 notizie e foto da indagini affidate al pm F. Frezza. Così come ha propagandato sistematicamente dal 2013 notizie da indagini aperte dallo stesso pm contro il Movimento Trieste Libera, che difende il Porto Franco dalle stesse speculazioni.
As for the campaign against the Superintendence, the newspaper did already publish – July 2nd, 3rd and 4th, 2013, news and photos regarding investigations conduced by Public Prosecutor F. Frezza. The same way as, since 2013, it has propagandized systematically information regarding ongoing investigations opened by the same Public Prosecutor against the Movimento Trieste Libera – Free Trieste Movement, which defends the Northern Free Port from these same speculation attempts.
Il 1° maggio il Piccolo ha pubblicato una pagina a difesa del pm Frezza, ora indagato per le fughe di notizie, con un corsivo del direttore che minaccia apertamente il Procuratore, e per la seconda volta. Il 29 gennaio lo aveva minacciato di isolamento, ora addirittura di destituzione, o peggio: «Finirà come in “dieci piccoli indiani” di Agatha Christie. Non resterà nemmeno il procuratore capo.»
On May 1st, Il Piccolo has published a full page in defense of Public Prosecutors Frezza, who is now being investigated for the leaks of classified information, including a commentary by the director, who does openly threaten the Chief Prosecutor, for the second time. On January 29th he was threatened with isolation, now the director goes as far as implying his removal from office, or worse: «In the end, it’ will be like in “And Then There Were None” by Agatha Christie. Not even the Chief Prosecutor will remain.»
Cose del genere non accadono più neanche in terre di mafia. Ed a questo punto ci sembra evidente che il “sistema” di corruzione locale non attacca con tanta violenza il Procuratore Mastelloni per il blocco delle fughe illecite di notizie delle indagini, ma perché teme che possa bloccare grossi illeciti lucrosi e molto più gravi. La sola speculazione immobiliare ed edilizia illecita sul Porto Franco Nord vale un miliardo e mezzo di euro, ed è un obiettivo di riciclaggio perfetto.
It is the kind of things that does not even happen under the rule of the Mafia. And, to this point, it seems clear that the local “system” of corruption does not track so furiously Chief Prosecutor Mastelloni for putting an end to the illegal leaks of classified information on the investigations, it does it as it fears that the Chief Prosecutor might stop also more serious and profitable crimes. The illegal building and housing speculation against the Northern Free Port alone amounts to EUR 1,5 billions and it is the perfect occasion for money laundering.
